A National Perspective on Performance-Based Contracting for Human Services
Presenters: Lawrence L. Martin, B.S., M.S.W., Ph.D.,

Description:   Government human service agencies at all levels today (federal, state and local) are increasing their use of performance-based contracting (PBC).  This workshop explores: the concept of PBC;  the relationship of PBC to broader issues of government performance accountability and performance measurement; PBC approaches being adopted by various governments nationwide; and the implications of PBC for non-profit social service agencies.

Learning Objectives: Participants will learn about: (1) the context of government performance accountability and performance measurement, (2) the three dimensions (output, quality and outcome) of performance, (3), state human service agency experiments with PBC and the results being achieved; (4) a model of PBC that non-profit social service agencies can use in thinking about the programmatic and financial risks involved in PBC and (5) issues of quality assurance and monitoring as they relate to PBC.

Learning Methods:  Lecture, visual examples (PowerPoint), handouts, group discussion, questions and answers.

A Local Philadelphia Perspective on Performance-Based Contracting
Presenters: Margaret Zukoski

Description:   Philadelphia is implementing performance-based contracting (PBC) for Foster Family Care agencies and plans to expand PBC to other child and family services.  This workshop will explore: the concept of PBC as it relates to Philadelphia initiatives;  the relationship of PBC to broader issues of government performance accountability and performance measurement; the Philadelphia approach to PBC as compared to various governments nationwide; and the ethical, quality and practical implications of PBC for
non-profit social service agencies.

Learning Objectives: Participants will learn about: 
(1) the Philadelphia approach to performance accountability and performance measurement,
(2) the historical foundations of PBC in Philadelphia;
(3) a Philadelphia model of PBC that non-profit social service agencies will be using in Philadelphia and the implications it may have on direct service to children
(4) local issues of quality assurance and monitoring as they relate to PBC.
